Dubai Chamber of Digital Economy has announced it supported the establishment and expansion of 582 digital startups during the first nine months of 2025, underscoring Dubai’s emergence as a leading global hub for digital business and entrepreneurship.
The chamber said artificial intelligence accounted for 21 per cent of all supported companies — making it the leading sector — followed by HealthTech, Software-as-a-Service, and FinTech, which together represented 17 per cent of the total.
International companies made up 70 per cent of all startups supported during the period, reflecting Dubai’s strong global appeal to tech entrepreneurs and investors.

Omar Sultan Al Olama, Minister of State for Artificial Intelligence, Digital Economy, and Remote Work Applications, and Chairman of Dubai Chamber of Digital Economy, said: “We are building an advanced business environment defined by agility, readiness, and innovation to keep pace with rapid technological change, while enabling digital companies to grow and expand from Dubai into global markets.
“This strengthens the emirate’s appeal as a leading destination for digital investment and tech talent, as well as a global testbed for developing and deploying new-economy solutions in line with the objectives of the Dubai Economic Agenda (D33).”
The chamber’s Business in Dubai platform continued to support companies seeking to establish or expand operations in the emirate.
The platform offers institutional services in collaboration with partners and facilitates access to suitable investors, clients, and ecosystem players.
International support
During the same nine-month period, 47 per cent of supported companies benefitted from establishment assistance and accelerator or incubator services, while 32 per cent leveraged other business support services through the platform.
Between Q1 and Q3 2025, the chamber released four major reports, including ‘The Entrepreneur’s AI Playbook’, designed to raise awareness about AI tools and applications for entrepreneurs.
Other publications covered the Expand North Star exhibition and foreign direct investment (FDI) destinations in various tech sectors.
To further drive ecosystem growth, the chamber hosted 15 events supporting digital sectors and organised 16 international roadshows across 17 cities in:

- Vietnam
- South Korea
These missions promoted Dubai’s digital strengths and attracted potential investors, while highlighting Expand North Star, the world’s largest event for startups and investors.
Across all missions, representatives met with more than 2,140 digital startups, ecosystem partners, investors, and incubators.
Driving Dubai’s D33 agenda
The chamber’s work aligns with the Dubai Economic Agenda (D33), which aims to double the size of Dubai’s economy and position the emirate among the top three global cities by 2033.
By enabling digital entrepreneurship and cross-border expansion, the Dubai Chamber of Digital Economy continues to play a central role in realising these objectives.
